You will find that the requirement to use no wind in a landing chart is actually under 'take-off weight limitations' in CAO 20.7.
That is, if the reason for calculating the landing weight is to establish a maximum take-off weight - you are landing weight limited - you should use no wind. It is considered that taking off at a weight that requires a headwind to be present as you cross the fence for landing is asking a bit too much.
Under all other circumstances, you would use the wind in the TAF or as given by the examiner in the question. It would not be likely that you would be asked a question that required you to establish a take-off weight that required you to calculate a landing weight and add on the weight of the flight fuel. The educational psychologists reckon that has too many steps to be a valid multi choice question.
So if an exam question gives wind for a landing and it's not asking you to use the result to establish a take-off weight, then you should always use the wind.
