It seems inconsistent that the CAR specify that a turn after takeoff cannot be made below 500 feet (CAR 166A(2)(f)) - offence of strict liability etc - but they don't mention anything about turns onto final needing to be completed before 500 feet.
For this, we find guidance in ENR 1.1 (10.12.6): "...turn onto final should be completed by not less than 500FT above aerodrome elevation"
