In this scenario, can the pilot depart?

Single engine VFR Charter.
Planned to arrive 15mins before last light.
No suitable alternates before last light.
Plenty of fuel to hold.
Destination TAF for time of arrival: PROB30 TEMPO VRB25G40KT 1000 THUNDERSTORMS

A VFR Charter (now called Air Transport), could not legally do that flight unless the aircraft was a multi-engined IFR aircraft (or single engine IFR aircraft approved for Air Transport operations) and the pilot held a current instrument rating. The flight could then proceed as a NVFR flight. Quite frankly, I think I would be staying home!
