VFR allowed in class A airspace?

Reading the CASR 135 Manual of Standards, on page 76, there is a requirement for XPDR on VFR flights in Class A airspace. Looking at the AIP ENR 1.4-8, it says VFR flight is not permitted in Class A airspace. Am I reading it wrong or is CASA a little confused with their own regulation ?

After going back and forth on CASR part 91 and VFR flight guide it looks like you can fly VFR on class A.
Page 262 of VFR flight guide says that if you have an approval according to CASR 91.285 you can fly VFR in class A. CASR 91.285 as usual doesn’t say anything about that approval but send you back to CASR 91.045 that says that a person can apply in writing with CASA to be approved. Very simple isn’t it? Hahahaha
