Does it mean the feathering position comes after full coarse pitch stops, or is it Casa wording, or have I misunderstood a concept ?

Yes, when a constant speed propeller is feathered, it is beyond the normal coarse pitch stops and the blades are streamlined to the airflow. The propeller pitch control always has a 'feather gate' to prevent the pilot from inadvertently selecting feather. It is often a friction gate that requires definite extra pressure to pass through.
The correct answer is 'streamlined to the airflow'.
