Not that I've ever heard of. Recent changes are indicated by a line in the margin beside the text, but I don't know of any service that gives you notice of changes before publication. The recent extensive changes to references in the AIP came as a complete surprise to every one. It's worth remembering that CASA do not have any control over the AIP, that's Air Services department. The recent AIP changes to references came as a surprise to CASA as well.

Further to this topic, I have been able to create a free account at the Federal Register of Legislation (www.legislation.gov.au/) requesting email notification of amendments to specific legislative instruments. They have a very good search engine so I can focus my 'subscription' on just the CAO, CAR, CASR and MOS documents that I am interested in.
It is too early to determine how comprehensive these notifications will be, but I will keep you posted.
