Confused, how are these two statements on page 46/47not opposite?

1)p46 ...with visibility reduced... runway lights appear further away... giving the impression that the approach is too high

2)p47 A pilot may think that he/she is too LOW on approach when:
The visibility is poor

A pilot may think he/she is too low on approach (When approach is correct) [and therefore tend to overshoot] when: The runway and approach lights are brighter than normal.

Exact opposite on page 55
32 A pilot is likely to fly an approach which is too low when the approach is made b) the runway lights are brighter than usual?

They sound like opposite results from the same scenario?
