We have had a few students asking questions regarding forecast requirements for VFR flights. Here is a summary.
Part 91 MOS Chapter 7 para 7.02 (2) (a) (1) says that all aircraft operating below 10,000 feet must obtain at least a GAF or GAMET. Part 91 MOS Chapter 7 para 7.02 (2) (b) says that if any other message that is reasonably available (TAF), you should also get it.
But AIP ENR 1.1 para 10.7.2.1 says that if the flight is not beyond 50nm, any OPRs imposed by a TAF do not apply.
(So you still have to get a TAF, but you can ignore what it says!!).
So, to sum up: All flights must obtain a forecast no matter what the distance may be (even for circuits).
But if the flight is not beyond 50nm, the extra fuel normally required for INTER, TEMPO, FM, BECMG OR PROB NEED NOT BE CARRIED.
Also, you may have noticed that Part 91 MOS is not in the permitted materials list for Met.
