G'Day all,
I have come across a statement in the Aviation Theory Centre book suggesting that RPT or passenger charter IFR requires a multi-engine aircraft, but I have not been able to find any reference to this in the CASA books. Can anyone clarify please - can a single engine aircraft be used IFR for RPT and passenger carrying charter or not?

See CAR 175A. IFR charter is permitted in a single engine aircraft only if it is not carrying paying passengers, or it is a single that has been approved by CASA for single engine charter e.g. Cessna Caravan or PC12. Otherwise any IFR charter must be in a multi-engine aeroplane.
