G'day Bob/Rich,

Regarding the REMARKS (YSSY) in the Ersa for an additional 30 mins holding fuel

"MON to FRI 2100 AND 0100 (HR Earlier HDS) FOR FLIGHT TYPE N OR G ACFT THAT ARE NOT CAPABLE OF ILS PRECISION RWY MONITORING APPROACH - 30 MIN"

1) What constitutes NOT CAPABLE OF ILS PRECISION RWY MONITORING APPROACH ? I am thinking that would mean the aircraft is not ILS equipped, in which case the 30 min holding fuel for OZY would not apply, or am I missing something here?

2) Is this rule (generally speaking) only at the "BIG" airports or?

Precision Runway Monitoring is a procedure that requires specialized equipment and special training of both pilots and controllers. It would not be available for the average GA aeroplane. You will find the details in AIP ENR 1.1 para 24.2.1 and also in DAP for Sydney under PRM instructions.
