On page 6.23 answer 9 states that OZY does not qualify for ILS... why not? It has two VOR/ILS with glideslopes and marker beacons! Am I missing something? I understand the answer though of this question in regards to take off minima.

AIP ENR 1.5 para 4.3 says that a 'qualifying aircraft' can depart with a cloud base of zero and a visibility of 550 or 800 meters depending on the runway lighting. It goes on to say that a 'qualifying aircraft' is two pilot operated etc etc..OZY is not a 'qualifying aircraft' so it belongs to the category described as 'other' in AIP ENR 1.5 para 4.4.2. That means that the takeoff minima can never be less than 300 feet and 2.0 km or such as would permit an instrument approach if you chose to return after an engine failure.

Sure, you can do an ILS approach if you return, but you cannot depart unless the conditions are at or above the non qualifying takeoff minima.
