Lowest alt LSALT or MSA

Dear Bob,

I have a min alt question I hope you can help me with:
If cruising A to B, LSALT is 3100 ft, Grid min is 3200ft and B has MSA of 3800ft, what is the min altitude you can descend to?

Should destination MSA not govern the decision or must you simply climb when within25nnm of destination?

There is no reason why you couldn't descend to the lower LSALT or Grid lowest safe in an attempt to become visual and continue with a visual approach. However, if you were going to do the instrument approach, you would have to get back to the MSA because that's where the approach procedure commences. In practice, you could listen out to assess whether other pilots are getting visual at LSALT and if not, simply remain at MSA and start the approach.
