HI, I'm unsure as to how the answer of 4250ft is reached when considering the minimum altitude allowable for descent.

I understand if I use the Sector C DME Arrival then it would be 4250ft but there's also the NDB approach which would be 4150ft?

Is the question just focusing on GNSS/DME type procedures or did I make a mistake?

If you check the wording of the question, it asks the lowest height at which you can FIRST cross the aid. If you did the NDB approach, you would FIRST cross the aid at the MSA before you commenced the approach procedure. If you did the DME Arrival, you would FIRST cross the aid at the MDA for the DME Arrival procedure (4250 feet).
