Can you subtract 100ft if the AWIS is only available through a phone call. My understanding is if the information is available then the 100ft can be subtracted

AIP ENR 1.5 para 5.3.2 says that you can subtract 100 feet from the minima only if the box is shaded and the QNH is available from an APPROVED source. A mobile phone would not be considered to be an approved source since the QNH so obtained is valid for only 15 minutes from the time of receipt and you have no way of knowing if you will have mobile coverage (or a flat battery) at that point in the flight.

You need to know that the QNH will be available for your approach BEFORE you take off if the information is going to be used to decide whether or not you need alternate fuel. A VHF radio installed in an IFR approved aircraft and certified in the last maintenance inspection is considered to be an approved source along with ATIS or an AWIS facility.

Mobile phones however, may be used to access information prior to take off or prior to commencement of the approach for general information purposes.
