Holding pattern limited to CAT A & B aircraft only

A holding pattern limited to CAT A & B aircraft only speed will be 170kts if not 230kts. Definitely it doesn't have enough power to climb above >FL140.

What defines limited to CAT A & B aircraft only? I tried looking up but I had no clue. The only alternative I can think of is the RWY distance on the ERSA. If so, what defines a specific RWY (or landing or take off) distance from above CAT C or up to CAT B?

Check the approach chart. If it says CAT C and CAT D are not applicable, then the 170kt speed limit in the holding pattern applies.
