Hi bob

As mentioned in my previous question, take a look at Hay aerodrome for instance. The RNAV (GNSS) Circling minima is 1000ft. Assuming you had mobile coverage through the phone and u obtain it, the circling minima goes down to 900ft. And since you broke out of clouds at 990ft not below the circling minima, can we continue to the circling area?

Of course if we are not in the mobile coverage area, then we have to conduct a missed approach as we broke out of clouds BELOW our circling minima.

Will casa be specific in the irex exam as to whether you have obtained the QNH with the mobile coverage area?

The AIP simply says that if you have the actual QNH you can take 100ft off the MDA. In this case it would be up to the examiner to say that you have successfully obtained it through the mobile network. If that was the case, you could take the 100ft off.

However, if you had been planning an alternate, it would be sensible not to take the 100ft off for the sake of alternate planning since that is going to decide the fuel to carry and that might commit you to doing the approach on arrival. CASA take no responsibility for the availability of mobile coverage.
