The recent experience requirement of having conducted at least 1 night take-off and at least 1 night landing within the previous 6 months, or been assessed as competent to conduct a flight at night by a flight instructor, pertains to Night VFR Ratings: CASR 61.965.

The recent experience requirement of having conducted at least 3 night take-offs and at least 3 night landings within the previous 90 days for carrying a passenger at night pertains to Pilot Licences: CASR 61.395 (2).

The requirement of at least 5 hours of aeronautical experience at night, including at least 1 hour of dual flight and 1 hour of solo night circuits, pertains to single-engine aeroplane Night VFR Endorsements: CASR 61.980.

For a pilot with an IFR rating wishing to conduct NVFR, the recency requirements still apply:

Without passenger (PSG): 1 takeoff and 1 landing at night in the past 6 months.
With passenger (PSG): 3 takeoffs and 3 landings at night in the past 90 days.

The recent experience requirement of having conducted at least 3 night take-offs and at least 3 night landings within the previous 90 days for carrying a passenger at night pertains to Pilot Licences: CASR 61.395 (2). That requirement includes the holder of an instrument rating.

However, the recent experience requirement of having conducted at least 1 night take-off and at least 1 night landing within the previous 6 months pertains to Night VFR Ratings: CASR 61.965. That requirement does NOT extend to Instrument Ratings.

The holder of an Instrument Rating is authorised to exercise the privileges of the rating in an aircraft of a particular category only if the holder has a valid instrument proficiency check for the aircraft category: CASR 61.880 (1). The privileges of the Instrument Rating include piloting an aircraft at night under the VFR: CASR 61.855 (b).

Leaving aside piloting an aircraft under the IFR, the only 'recency requirement' for the holder of an Instrument Rating to pilot an aircraft at night under the VFR (without carrying a passenger) is to have a valid instrument proficiency check.
