VOR using azimuth dial

In your notification of part 61 changes for IREX (www.bobtait.com.au/files/pdf/supplements/Part61-IREX.pdf), you wrote: In an azimuth guidance procedure, the pilot orientates by referring to a needle moving over an azimuth dial. The ADF is an example of an azimuth guidance procedure as is the VOR when it is displayed on an RMI as a needle indication. The indications are relative to the particular location of the ground based aid.

Is it possible to fly a VOR approach using an azimuth dial and needle indication? If yes, presumably this would be considered an azimuth guidance operation for the purposes of 61.870?

The only thing that defines azimuth guidance is the face of the instrument you are looking at. If it is a pointer moving over a circular scale of directions, it is azimuth guidance, no matter what aid you have selected (ADF, VOR or GPS).
