You are rostered to conduct an IFR Air transport flight to Julia Creek (204006S 1414321E) in an aircraft fitted
with 2 ADFs and one TSO 146 GNSS. Your ETA at Julia Creek is 0235 and the Julia Creek TAF is as follows;

If ADF 1 is unserviceable, select the statement which is correct regarding OPRs for this flight-
[a] No OPRs apply. 60 minutes holding fuel or an alternate is required.
[c] An alternate is required.
[d] 60 minutes holding fuel or an alternate is required.
B and D are same answers

Actually 60 minutes holding won't do. There is another reason why you will need an alternate in this case. Julia Creek has only RNAV/GNSS approaches and you have only one RNAV/GNSS receiver. As an air transport flight your must be able to survive the failure of one airborne aid and still be able to do an approach. You will need an alternate because, if your RNAV/GNSS fails, you will have no way of doing an approach at Julia Creek. CASR Part 135 11.09 (5).
