Set 4, Q5 - glidescope failure on Canberra RWY 35 ILS approach

I can see that AIP ENR 1.5 - 39 (7.2.b) says "for ILS operations where the glide path fails, only the localiser procedure is available", which, if you only follow that, explains the answer to this question being (b) Continue with the LOC approach to 2600 feet.

However AIP ENR 1.5 - 9 (1.9.1.b) says "A missed approach must be executed if: during an instrument approach and below MSA the performance of the radio aid becomes suspect, or the radio aid fails".

The question asks about a situation where the glidescope transmitter fails, so why don't we have to follow AIP ENR 1.5 1.9.1.b and conduct a missed approach in this situation? Surely a glidescope transmitter is a radio aid?

You are basically talking about two different components of the same radio aid.
If the Radio aid was to fail you would loose both glideslope and CDI indications and have both red flags.
It would be rare, for the glideslope only to fail as they are a linked system, however I have had the glideslope turned off for maintenance therefore the Loc app was the only solution.
With the GS out, you still have a means to descend with accurate tracking from the CDI so the RADIO aid has not failed.
In saying that the ultimate responsibility relies upon the pilot in command so if you ever have the hairs on the back of your neck stand up conduct the missed approach to above the MSA But that doesn't help with the exam question.
