Could you please outline what to do in the seperate events of an electronic, static and vacuum failure?

That depends to a large extent on the aircraft you are flying. Assuming that you are flying a 'standard' VFR single engine aircraft.
Electronic failure. Check that the master switch and avonics master switches are on. Check the circuit breakers and see if you can isolate the faulty circuit. If you have lost all VHF capability, carry out the 'loss of two-way radio communications' procedures in the emergency section of ERSA or any procedures outlined in ERSA for that particular aerodrome.
Static failure. Select the alternate static source. If you don't have an alternate static source, treat the altimeter, airspeed indicator and vertical speed indicator readings with caution and fly by attitude. If in CTA, advise ATC that you have no reliable altitude reference.
Vacuum failure. Treat the AH and DG indications with caution and fly by primary reference to the compass and altimeter. Most GA aircraft have electrically operated turn coordinators so those indications should remain reliable.
