On the Performance Charts (such as Cessna Take Off Charts and Piper (Linear) Take Off Charts) - When Calculating Take-Off Weight or Take Off Distance Required):
If Wind Velocity is 330@10KTS, Runways 15/33 and Slope is 2% Down to the SE, then how do we plot the Slope of the Charts -
(a) Does we plot Slope up to the 2% to the NW?
(b) Does we plot Slope down to the 2% to the SE?

First, what does the question mean ?
Runways 15/33 and Slope is 2% Down to the SE
means -
(a) if the takeoff/landing is towards the southeast, then we are going downhill as the slope is down to(wards) the southeast
(b) if the takeoff/landing is towards the northwest, then we are going uphill as the slope is down to(wards) the southeast which means that it is up to(wards) the northwest.
So, what do we plot ?
(a) Do we plot Slope up to the 2% to the NW?

(b) Do we plot Slope down to the 2% to the SE?
